My recipient says he didn't receive his payment.

My recipient says he didn't receive his payment. Why is the payment still pending on recipent side

PayPal could be reviewing the payment, the payment could be received but is subject to PayPal 21 day hold so recipient need to check their email or account for more info on how to get funds sooner, or you sent an eCheck that has to clear first.
