My payment is keep getting rejected

Surtain payment send to me by some other company is keep getting rejected. Error code is 3148. My account is under Philippine. Is it because of the country or no card linked to the account?

If you are in the Philippines then why are you using a Paypal account belonging to Sri Lanka?

Sri Lankan paypal accounts cannot receive paypal payments, you can only use them to purchase items via a linked and confirmed credit card.
