My card being declined

I dont know what is happening but my card is being continuously declined by PayPal when im trying to send money, my account is verified. i first tried this with a prepaid and it didnt work. I then used a bank card from my parent and it is still getting declined i have tried 2 different accounts just to see if it would change anything but it still declines i have made sure everything is right and complete but it still doesnt work and im getting very frustrated because this has been over the time span of 3 days of trying to do this nothing has been of any use to me on how to fix this

You haven't said what country you are in so can't give specific advice but you can't add another persons card to your personal paypal account.

The billing address of the card must match the paypal address.

The card must have funds for the confirmation process.

The card should be issued in your country.

In some countries you can only add a credit visa.
