How to activate my preapproved payments?

If you had canceled your preapproved payments, subscriptions, etc in your PayPal account, you must go back to the store, or service, or merchant or seller to resubscribe with them. Otherwise, you are not being clear on what you mean by "preapproved payments". 

Look, are you trying to transfer money out of your PayPal account? Then you will have to set up a preapproved billing agreement with the transfer service you are using, for example, GCash. Just link your PayPal account to whoever you are transferring to.
