Hello,
I bought a Commission and payed the artist over paypal. Buy they noticed afterwards that they gave me their old e-mail and they can't access it anymore.
I used purchase protection when sending the money

Is the payment marked complete on your end? If so, dispute it back as Item Not Received. There won't be a response from seller since they no longer have access to that email address so escalate immediately to a claim and, PayPal will eventually refund you.
Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) dispute.
If it is Pending and marked unclaimed with no cancel button, it should be returned automatically after 30 days. If there is a cancel button, of course just cancel the payment.
