Money sent to wrong email address

November 30 I sent $200 to an email address that was never claimed.  It's January 22 and it still says Repeat this transaction on my activity page.  It was my understanding that money unclaimed after 30 days would be sent back to me, but that's not happening. I tried to  ask them to refund but it said I was not authorized to send that request.  Does PayPal just keep the money?
