I sent money to the wrong email ID. I have sent an email to owner of wrong email ID requesting a refund, but no reply. Can't speak to anyone on the phone. I need my money back as it was intended for a family member who is

No help from customer service and PayPal phone lines are not working. Where can I get help to resolve this issue.

If you sent it as a friends / family payment and its marked as SENT OR COMPLETED then sadly if the person you sent it to does not voluntarily refund it then nothing paypal can do as it was sent as a 'gift' payment.
You can talk to your card issuer and see if they will help you but unlikely for the same reason ie was not a purchase for goods or services.
Advice is voluntary.
