Wanted to return dress seller offered £3.00 and for me to keep dress. I will be £7 out of pocket dress is too small and poor quality. Is this allowed?

If you can't agree on a resolution with seller, escalate the claim to PayPal for review so they can make a ruling. You may have to return the item for a refund of item price and original shipping paid. Return shipping can be reimbursed.
