Money received then gone?

So I bought an item that was about $400, It went well but then an issue accord, When he got the money he tried to transfer it to his bank but it got delayed then canceled but after that it just vanish poof just like that so could someone help me?

If it is showing as completed or sent on YOUR paypal account then the seller has received your funds.

I hope you didn't send as friends/family only its a scammers trick to get you to do so and then say the funds can't be accepted or have disappeared knowing you can't do anything about it.
