Money received, but do not appear on PayPal balance

I received money, but they’ve appeared on my PayPal balance. I've called Customer Service and they've told me that there are a technical problem and money will appear in 24-72 hours!!!!! This is insane, how money can be stopped if I received an email confirming money received? Why I have received any notification regarding this problem!
