Money on Hold! Buyer can cancel the payment?

Hello! I have a very important question for you! Plz help! Someone paid to a friend of mine 430usd via PayPal for a pair of Louis Vuitton sneakers. He can see that status of the transation it is Money On HOLD but what he want to know is if the buyer can do cancel the payment after he will shiped out the parcel. The buyer wants to declared value of the package very small as a gift when send it for customs taxes fee to be lower.. This buyer does not have a verified PayPal account! He can cancel the payment after he will reveived the parcel? Or after he will get the tracking number? Thank you!

No, buyer cannot cancel the payment after they paid if the payment is marked payment received (even if it is in your pending balance or marked on hold).

The hold is a PayPal 21 day hold (not the buyer holding it) and here is why:
