Money not received in account after deactivated card

I recently returned several items to a store but they were originally purchased online with a debit card through PayPal. That original debit card was then deactivated due to fraud on the card. The returned items balance were said to be returned to that card, and it appears in an “activity” transaction but I haven’t received any actual money in the PayPal account. Neither the merchant or PayPal has been any help. Can anyone assist if they too have been through something similar? It’s been two months.
