I bought an engine computer on ebay that I desperately need for my truck to get back and forth to school and work. I bought the computer and within seconds paid for it. The money was taken out of my bank and everything was smooth on my end and said the payment went through. The seller will not ship the computer because it says the money is on hold, and provided screenshots that it was on hold. I sell things pretty regularly on ebay and my payment is often now held until something I sold is delivered. Is there something wrong with my account? Is the money on hold for the seller temporarily? He is a high rated seller with 9k+ reviews, and I have a few positive reviews too.

Nothing wrong with your account. It's the seller's account...the system decided to put a hold on the payment and seller must ship with tracking so the system can verify delivery and release funds. Same routine you go through. If one sees a record of payment, in their account and can see it is ok to ship in the transaction details, then it's best to ship. The seller can't refuse to ship until PayPal releases the hold or they potentially risk a dispute by you for the money back. The purpose of the hold is to ensure sellers ship delivered and not just run away with the money.
Funds are not held only because of being a new seller, there are other reasons:

Just curious, why would it be on hold? I am rated above standard for eBay selling and I am sure the seller is as well. I never had this problem until recently. I sold 2 phones, had to ship with the money on hold in my account, then it went through. I bought something after that, the payment went through and I got my part. Now it's on hold for the other side? I don't understand why they would put it on hold if there was nothing wrong.
