Money Received is incomplete

Someone sent me $65 but I only received $55? I just wanted to know what happened? according to the articles that I've read, I shouldn't have been charged. I'm from the Philippines. Hope someone can help

If you are accepting payments via the goods/services option then you pay a fee.
