I made a payment and my PayPal balance went to negative BUT SO DID MY BANK ACCOUNT BALANCE, meaning they want me to pay twice to fill PayPal balance and bank account balance, I transferred money from another account into PayPal to fix the negative balance and it is still pending, but it hasn't yet fixed my bank account.
