Merchant requesting Photo ID before processing a purchase. Why?

Just purchased off Honorbuy using PayPal to pay with Credit Card, NOT through my PayPal account. Merchant now will only process my purchase if I send a photo of my ID "to avoid scamming". I thought this was the purpose of paying through PayPal?? I've never come across this before and am suspicious of their motives. Anyone shed some light?

Welcome to the community. This is unusual and is not a requirement. We would not suggest sharing your personal documents. If the seller is not happy with processing the transaction, then you can certainly request a refund.
