Login issues after attempted payment at GoDaddy

The "message us" function, the "PayPal assistant" is currently unavailable.
I am currently in Germany. Tried to pay GoDaddy online via PayPal. I was bombarded with "i am not a robot" windows.
Eventually I was supposed to confirm my account via code, which was texted to my old Canadian phone. The new, my German phone is now listed in my PayPal account.
Now I am supposed to call, but do have only this prepaid phone in Germany with limited overseas calling features.
How am I supposed to be able to fix the payment issue?
I can log into my account without a problem.
Please help. Thank you!

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.
Advice is voluntary.

- Fraud transaction not made by myself showing pending in bank account but not in pp account. in Disputes and Limitations Archives
