If someone sends a payment to my debit card using paypal from their bank account and it ends up being fraudulent what is my liability?

You are fully liable unless you still have the funds to add back into your PayPal account to zero your balance out because PayPal will ding your balance in that amount if there is a PayPal dispute on the transaction.
