'Let's try that again' payment declined everytime

I have been trying to send money on paypal for some time now but with my debit card ,( which i had used to send money in the past ) the transaction is just not going through. I've tried everything. I've checked the address, talked to my card company , got myself verified , lifted the limit barrier. With my credit card it works fine but with the debit card it says " let's try that again , there's a problem with the info you entered , please check it and try again" Can anyone tell how to solve it ? Thanks.

As you have not added your country to your profile (so we can see when we hover over your username) or said in your post which country you are in then sadly can't advise.
Paypal varies a great deal country to country so you need to tell us where you are on this worldwide community forum.
