I hope you are doing well. Unfortunately ,we are unable to cancel payment / transactions here at PayPal. You may reach out to the merchant to request if there is a way for them to cancel your order on their end. To check the contact information of the merchant, you may log in to your PayPal account, go to Transactions Details Tab, click the payment and it will show merchant information.
