Item still not received

How do I contact customer service to let them know that an item I purchased with PayPal payment through a merchant site has not been received and I have been given a fake tracking number

Did you open a dispute already and it was closed when tracking was supplied by the seller?

If so post back, if you open a dispute and its closed because of that fake tracking again post back.
