I need to issue a refund but the customer needs to receive the full amount he paid. Do I "issue a full refund" or do I issue a refund with the added 2% paypal fees? Thanks!

When someone pays you you are charged a % fee and a fixed fee.
When you click to refund you send them the amount that they paid you and that is made up of the funds they sent you + the credited % part of the fee that paypal charged you, the only person that loses out is you as you lose the fixed fee part as a processing charge to paypal for doing the refund for you.
Advice is voluntary.
