Issuing refund after 180 time period and fees

Hello Community - Hoping someone can help with this. 

 

Our business had a trip to Hawaii planned that has now been canceled due to Covid-19. 

 

Payments for this trip were collected well over 180 days ago and now we are needing to refund payments. 

 

My question is, is there a way to refund the payments and get the fees back that we paid? 

 

The link to the article on the Paypal page goes nowhere.
