Issues with sending refunds

My PayPal account was limited for a reason that was not so cleared, and i want to refund all my the payments i received from my customers but the refund link is not showing up.

Was it a temporary or permanent limitation?

If permanent then you may need to contact customer services and ask them to issue the refunds for you or give further advice.
