Issues with receiving money.

I was having issues receiving money today. My friend sent me 20$ to my balance, and I've never had issues with the money being added to my wallet until now. It says to accept the money then prompts me to make a PayPal cash account. Is there any way I can just receive the money like I have in the past and make purchases with it?
