- PayPal Assistant Hi- I am trying to help my cousin Robert Binns with receiving $30 I rcently sent him. Says complete on my end but he said he can't recieve or get the funds. He is in Jamaica so not sure if it in an issue bc it is international. Please advise. Thanks!
