Issue with decline transaction

Hello. I received money on facebook via paypal. But i wanna cancel the transaction and give that money back to the sender since i cant link to my bank account of my country with American paypal account. I cant accept that money either. Plus, I cant find refuse or cancel button. Asked paypal agent but i had to wait for 7hours to get resposes. Please help me..Thanks
