I tried buying something online but whenever I try it always says that there was an issue with my paypal account. I tried changing the preferred method to lay to my bank but the same thing happens. I'm not really sure what issue they are talking about
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
