Issue refunding payment

I am trying to refund a payment to me that is still pending, when I try to refund this payment it says to add funds to my account, even though I have enough money to refund the payment twice over.

You can't refund via pending funds.

You can only refund via a linked bank account or by adding funds to your paypal balance that will then be cleared.
