Is this a scam?

Hello, I asked the seller to cancel my order and on the 28th of February he said the refund had begun to process. It would take 3-5 business days. 6 business days later, the 8th of March I contacted him asking him why I hadn't received my refund. He told me his account is under review and that he cannot refund my money now. What I don't understand is, if he already began the process on the 28th of February why is a review now effecting my refund. Has this happened to anyone else, thank you.
