Hi texas4step,
It most certainly is. We would never ask you to buy gift vouchers and send them to someone before your payment is added to your PayPal account. Even if your payment is held by us for any reason you will still be able to view the payment in your account. Please forward these emails to spoof@paypal.com so our team can review them and do not respond to these any further.
