Is it a fraud buyer Or genuine

Hi, I am selling something on gumtree and some one contacted me asking to ship it to them and offered postage charges. Once I said ok they took my Paypal details and then send me the address. They are in Texas USA. The payment is not cleared as it says the buyer asked for the tracking number to provide to release the funds. I never did sell anything online using PayPal. So bit worried. Is it normal with PayPal to hold it like that. Thank you,
