When you examine the features of both account types as advertised on the PayPal India Homepage (mouseover the personal and business menus), you will see that business accounts are promoted to be able to request and receive payments. Not so much with Personal accounts which is more for shopping online.
By the way PayPal India accounts cannot receive or sent friends and family payments.
