I can't make a purchase, I can't delete old banks from my account, there seems to be ZERO customer service, nothing but tons of complaints on the forums, yet ZERO mention of any issues from PayPal. It seems all I can do with PayPal is visit the website and WISH I could do something with it. I assume Google Wallet is the end-all-be-all of electronic funds, and PayPal has run itself into the ground via stupidity and incompetence.

Is it possible that there is a limitation on your PayPal account preventing you from using the account as normal? When an account is limited, this can be due to security reasons or to request additional information. Generally, the relevant team always lists the steps to remove the limitation in the Resolution Centre. Have you seen/completed them?
