Invoice not confirming my payment

I was issued an invoice through PayPal.  I went through the usual payment steps like choosing which account to pay from (my bank) and hit the button to send.  The page refreshed and went straight back to the original invoice page with no change or update in the status.   I tried paying through the PayPal app as well.  After confirming the payment, the screen said, "Thank you for using PayPal!" then went back to the original invoice, again with no change in the invoice information.  

When I look at My Summary page, under "Recent Activity," I see the invoice received notice with "NEEDS ATTENTION" next to it even though I've tried to pay it multiple times.
