An Ebay customer located in Russia who wanted to buy a $10 bracelet from me reports her payment was apparently blocked by Paypal. How can I get Paypal to allow the payment? The merchandise is to be shipped to a US address and I am located in the US. I understand there will be a slightly higher transaction cost and that is acceptable to me.
