International Payment Charge as a Customer?

I'm confused every time I pay for something I got charged more than the amount. Like for example
*I live in Dubai, UAE - Currency is AED
The Seller is selling Product A for 2,000.00 PHP
Paypal Conversion Rate is 1 AED = 14.0204 PHP
Paypal and SMS from Bank says I was charged 142.65 AED but I calculated my statement the deduction is 147.14 AED.
I asked my friend living in UK and He said he never experienced this tho his case is UK currency to Singapore Dollar.
Can anyone help me this?
