Incoming payments not completing

All help appreciated! Cannot get through to Paypal contact centre and they havent responded to my query online.

 

I've used PayPal successfully on my wordpress website using woocommerce as the payment gateway for some years without any problems. A couple of months ago i noticed that cancelled orders starting appearing in my website back office. Each suggested that the customer had intentionally cancelled the order but some customers contacted me saying that at the final stage of processing their order within PayPal, this was interrupted with a message from PayPal stating "things don't appear to be working at the moment... try again later". My web developer has checked our site settings and they all appear to be normal. When I raise an invoice for a customer directly via PayPal, these payments are received successfully.
