If I refund money, will paypal keep the transaction fee they already charged?

Hello everyone,

I've got a question regarding payment refund.

I just paid a person, say $100, however he only received $90 due to that paypal charged $10 fee for this transaction.

So my question is:

If the receptionist refund this transaction, will paypal keep the $10 fee that they already charged? or I can get my $100 back, and meanwhile he didn't owe paypal anything?
