INABILITY TO SWITCH PREFERED WAY TO PAY ONLINE

I have been trying to change my preferred way of paying online, but it cannot seem to change from my MasterCard to my PayPal balance or either ways, when I changed it to my MasterCard, I got an email confirming my selection of my PayPal balance as a preferred way to pay online and I really need to make a payment right now online
