I received a payment request, but failed to send the payment

I received a payment request, and try to pay it, but get the message: We can’t complete this transaction. The recipient has exceeded the receiving limit and must provide more info to lift the limit. What should i do?

Tell the recipient that they need to lift their receiving limit by verifying their PayPal account, by linking and confirming a bank account and/or credit card to their PayPal wallet. After they're done that and they're told that their receiving limit has been lifted, to let you know so you and attempt payment again.
