I purchased an item on Ebay but the payment status is being processed for a long time

Hi all,

I purchased an item on Ebay from September 16 but the payment status is being processed for a long time. 

I asked the seller, the seller said he had not received the money and did not respond to any further messages from me.
I have requested a refund in paypal but he has yet to respond.
Has anyone like me? What should I do at this time ?. Where is my money?

Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) dispute.

Thank you for the help. I did that a few days ago but the seller still hasn't responded.

Be sure to escalate dispute to PayPal claim within 20 days for PayPal to step in and get in touch with the seller for a response, review the case, and make a ruling
