I'm try to seed money using a verified credit card....but it wont cooperate. Why?

I am send 100 dollars to some one in the USA from Canada.... Why am I always declined? Isn't this a standard transaction. They asked me for a verification code from my credit card company...I gave it to them. I changed my password two times. Why doesn't it work?
