I should know when anyone send money to my paypal account it says that your recipient cannot accept payments right now What should I do to solve this issue, I tried many sites, no answer, please help me how to solve this issue

The option to 'receive' paypal payments is sadly not available in your country.
You can only 'send' payments for purchases.

Click on the link below and select the country you want from the drop down list for options available in that country.

Paypal is 'country specific' so advice often depends on what country you are in. As you have not added your country to your community profile or said in your post then we can't help at the moment.
