I got refund minus 88 dollars

I got a refund form someone but somehow. Either the exchange rate in one day or something went wrong. I lost 88 dollars.

to speak to an agent. log into you pp account scroll to the bottom and click on help and contact and it will provided you a customer service number

I was charged 31 dollars on a refund. And the guy I sent the money to was also charged for receiving the money. Even though he refunded me the next day. Which doesn't seem right.
