as I was doing some online shopping I noticed Paypal didn't allow me to use my balance , but could only use my credit card (which I do not intend to use for those things)
when I went to the settings to try and change the default payement method I got this :

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
