Sept 26 i received a refund and am not seeing it in my bank statement for a while now. It was not by debit or credit card (bank) so I don't understand why it's taking so long.

I am sorry about your issue. In general, a refund to a bank account may take 5-7 days to be completed. If you don't see the refund and the status of your payment is "Refunded", please try contacting customer service by phone by clicking Contact at the bottom of the PayPal website and then Call us, or reach out by PM on Facebook or DM on Twitter.
