I'm sorry to hear that you're unable to receive payments.
The capabilities of a PayPal account vary from one country to another. What country is your account registered in?
What happens when people try to send a payment to you? Is there an error message?
Are there any messages in your account indicating that steps need to be resolved in the Resolution Center? If there's a limitation, that would prevent payments from coming in until the limitation is resolved.
