It keeps sayin somthing went rong and i cant purchase on ebay bkus pay pall wont let me !!

Im new to the community help page and was trying to find out why i cant pay for merchandise to a reputable online company. I have a lot of money in my paypal account and paid "wish" with no problem but when im trying to pay Shop LC my payment won't go through. I get the exact notice pop up and ive contacted both paypal and SHOPLC but havent had the problem fixed yet.
