I cant access money I have been sent

I have been sent money and have the email confirming about 3 hours ago but it is not showing in my available balance . 

if anyone else having the same problem ?

I had someone purchase from my eBay and sent payment to my PayPal. Shows Payment received in my transaction history but nothing in my balance. Contacted customer support but was told who knows when this will be fixed... uuuggghhhh
